We use the phrase, It's nice to meet you,  only when we meet someone for the first time. If someone says, It's nice to meet you,  we can reply, It's nice to meet you, TOO.

We can use the phrase, It's nice to see you, when saying hello to a person whom we have met before, but have not seen for a while. We can also say, It's nice to see you, TOO, as a reply to this expression.

(Be careful: We do NOT say, "It's nice to see you," when meeting someone for the FIRST time.) 

It's nice to meet you.は、初対面のときの挨拶です。It's nice to meet you.と言われたら、It's nice to meet you, TOO.と答えることができます。

It's nice to see you.は、しばらく会っていない人に会ったときの挨拶です。It's nice to see you, TOO.と答えることができます。

注意: 初めて会った人にはIt's nice to see you.とは言いません。
