To say that something is at least a particular amount means that something is not LESS than that amount.

At the most means not MORE than.

at least は、ある数量より少ないということはない、という意味です。

at the most は、ある数量より多いということはない、という意味です。
 
 
1.My meeting is going to take at least 50 more minutes, so you'd better not wait for me.
2.a:How many people are coming to the wedding?
b:We expect at least 200 people to be there.
3.a:How much does a ticket to the U.S. cost?
b:If you want to fly in mid-August, it'll cost at least 130,000 yen.
4.Compact cars aren't very roomy. They can hold at the most five passengers.
5.a:How heavy can check-in luggage be?
b:65 pounds per piece at the most.
