To say that a restaurant, shop, bank, library, museum, etc. is open [adj.] means that it is ready to serve customers or that visitors can enter. 

To say that a restaurant, etc. is closed means that it is NOT open.

To say that a restaurant, etc. opens or closes [v.] means that it becomes open or closed.

(Be careful: When talking about business hours,* we say that a shop, restaurant, etc. is open [adj.], for example, from 10:00 am to 6:00 pm. We do NOT say it opens [v.] from 10:00 am to 6:00 pm. Rather, it opens AT 10:00 and closes AT 6:00.)

レストラン、店、銀行、図書館、博物館などが、来訪者にサービスできる状態になっているとき、~ is open [形容詞]と言います。つまり開店している、とか、開館している、という意味です。

レストランなどが閉店しているときは、~ is closed になります。

"a restaurant, etc. opens"、"a restaurant, etc. closes"[動詞]は、レストランなどが開店する、閉店するという意味です。

注意:店などの営業時間* について言うときには、形容詞の open を使って、例えば The shop is open from 10:00 am to 6:00 pm. と言います。動詞使って The shop opens from 10:00 am to 6:00 pm. とは言いません。動詞を使うなら、The shop opens AT 10:00 and closes AT 6:00. になります。
